An adjustable rate mortgage, or ARM, was first introduced in the state of Wisconsin in the late 1940s. The Wisconsin state legislature permitted lenders to adjust their loan rates charged to borrowers in order to grant relief to savings and loan institutions that held large numbers of fixed-rate loans.
